Protecting vulnerable workers

The Ministry of Employment and Labor announced on the 26th the 2022 Comprehensive Labor Supervision Plan and announced that it would focus on operating the "On-site Prevention and Inspection Day" to protect vulnerable workers. In addition, it strengthens planning and supervision reflecting the characteristics of regions and industries, focuses on repetition and eradication of habitual arrears, and actively provides pre-supervision education and self-diagnosis for autonomous legal compliance.

 

To this end, labor supervision for the protection of vulnerable groups such as young and non-regular workers with poor working conditions and small workplaces will be expanded, and the results of labor supervision will be spread nationwide to improve illegal and unreasonable practices in the same and similar industries. In addition, the government plans to systematically improve the labor supervision administration system by closely communicating with the field, strengthening the capacity of labor supervisors, and improving infrastructure.

 

In this regard, the Ministry of Employment and Labor explained, "This year, with the aim of further enhancing the public's feeling of protecting labor rights, we will promote strategies to prevent violations of the law in advance and increase the effectiveness of supervision by using various methods such as education and self-diagnosis." The Ministry of Employment and Labor will first establish regular supervision in each field to the youth sector in order to focus on protecting the basic rights and interests of vulnerable groups such as young and small workplace workers. Through this, the government will focus on protecting vulnerable groups such as young people, women, foreigners, and the disabled, and expand them to areas with poor working conditions, such as protecting non-regular workers and preventing long hours.

 

However, considering that economic conditions such as the continuation of COVID-19 are still difficult, regular supervision plans to focus on preventing violations of the law and actively utilize education and self-diagnosis in stages before supervision is implemented. Accordingly, self-diagnosis tables will be distributed to workplaces that are three times the number of supervisors to diagnose compliance with the law on their own, and educational contents will also be supported by labor inspectors who directly explain labor laws. In addition, by using the results of self-diagnosis submitted at workplaces and the database of labor supervision and reporting cases to select actual labor supervision targets, many workplaces are given opportunities to voluntarily comply with the law.
